Catherine Hartley

Cat Hartley is the Head of Planning at Blaby District Council, and is passionate about great place-shaping and delivering growth. Cat leads an ambitious, award winning, and high performing planning department in south Leicestershire; which is particularly recognised for its track record in complex and large scale project delivery and master-planning.

Cat started her career at the Housing Corporation – now Homes England – and is now responsible for a range of planning specialisms including development management, planning enforcement, planning policy, strategic growth, and strategic planning. Prior to joining Blaby in 2013, she spent 10 years working in local government in Northamptonshire.
