"No more homes" say north west councils

North west planning authorities are using planning guidance to effectively ban new homes, whether on brownfield or greenfield land. The new regional guidance allows them replace 20-year housing output plans with annual targets - a move which has led West Lancashire council to say it needs no new homes until 2006.
