Chancellor freezes stamp duty and prepares to consult widely on Barker

The chancellor, Gordon Brown, has used his Budget speech to welcome Kate Barker's report and to accept recommendations on contaminated land tax credits, the establishing of investment trusts for housing and the need to increase public sector housing. Brown said he would consult widely on taxing the uplift in land values. He also announced stamp duty would be frozen.
