HBF Planning Conference 2008

HBF’s annual planning conference, held at the Kassam stadium, Oxford, addressed the changes that are afoot for planning professionals in both the public and private sectors.
The first session saw Richard McCarthy, Communities and Local Government’s (CLG) housing and planning director general, give a keynote address on the major reform programme underway for the last four years to refine the planning system, and the impact the Killian Pretty review – a review of the process for seeking planning permission - could have on the sector. Rynd Smith, director of policy and communications at the Royal Town Planning Institute (RTPI) detailed the implications the sea-changing planning Bill may have on the profession, and director of policy, quality and development plan at the Planning Inspectorate (PINS) Leonora Rozee closed the session with a look at the planning white paper on improving the appeal process in the planning system.
For the first workshop session, delegates were split between Andrew Whitaker, HBF’s head of planning, John Stewart, HBF’s director of economic affairs, and Iain Painting from the event sponsor’s Barton Willmore for informal discussions on the construction levy (CIL), a controversial component of the planning Bill. John Stewart drew together the feedback from the three rooms at the start of the afternoon.
Another step change in planning, the planning policy statement (PPS) on climate change, was discussed in the second workshop sessions from a different point of view in each, including implementing regional policy and procedures, and preparing and determining planning applications.
The second workshop was preceded by a look at the new sustainable elements of planning – ecotowns, as examined by Wendy Shillam, consultant at East Hampshire district council - and the carbon challenge, with Jayne Lomas, millennium communities and carbon challenge project manager at English Partnerships, addressing what has been achieved thus far with the project.
